Treatment to be mandatory for young sex offenders

SACRAMENTO, Calif. (AP) – Adolescents and teenagers convicted of sexually assaulting an unconscious victim will face mandatory sexual-offender treatment in California. Gov. Jerry Brown’s office on Tuesday announced he had signed SB838. Full Article

How about working on preventing the chances of assault in the first place? Also how many adolescents are running around sexually assaulting others who are unconscious? I sure have not read or heard about many instances (actually I can’t think of one).
