TN: Kingsport police gets OK to set up sex offender community alert system

A new Tennessee law has paved the way for municipalities to establish their own sexual offender notification system. And the Kingsport Police Department wasted no time getting to work. … The state legislature passed the bill in April that allows local municipalities to create a sex offender notification system – and charge sex offenders a $50 fee to fund that system. This, on top of the $150 fee they must already pay to register as a sex offender. Full Article

So exactly what valuable services or benefits does the RSO receive in exchange for the $150 and $50 fees??
How can the imposition of such “fees” (call them what you wish) not be unconstitutional or otherwise illegal?
At what point does “burdensome” cross the line and become ex post facto punishment?
I’d be curious if there are any legal punishments specified (e.g., misdemeanor charge) if someone refuses to pay the fee.

and yet more proof that registration is indeed punishment! SCOTUS, WHY AREN’T YOU PAYING ATTENTION TO THIS???

A “fee” is monies I choose to spend in exchange for something. Like when I choose to get a drivers license or a passport or when I choose to register my car or choose to work and make money and have to pay income taxes.

A “fine” is monies I am ordered to spend for a past transgression, under the threat of further consequences like increasing fines up to arrest, prosecution and incarceration. Like when I do not return my library books on time, do not pay my speeding ticket or do not pay court-ordered fines.

A “fine” is a punishment for a prior offense.

“Punishment” imposed after the fact is Ex-Post Facto Punishment.

“Ex Post Facto” punishment is unconstitutional.

It is really not that difficult.
